Guidelines for registering via the electronic system for the
Ministry of Higher Education's annual scholarship plan for the academic year
2023/2024 for Kuwaiti Students with high school diplomas (the unified system)
or its equivalent in both the scientific and literary sections:
First: IELTS or TOEFL condition:
1. Students
accepted in the Ministry’s scholarship plan for the academic year 2023/2024 are
required to obtain an academic IELTS test with a score of no less than (5) or a
TOEFL score of no less than (45) from one of the centers accredited by the
Ministry within the State of Kuwait only, within A full year from the date of
announcing the admission results and before joining the mission headquarters.
2. The result of
the IELTS / TOEFL test may be approved from outside the State of Kuwait, if one
of the two tests is performed from one of the accredited centers at the
cultural offices abroad or the embassies of the State of Kuwait, for students
who obtained a secondary certificate from outside the State of Kuwait in the
same country from which they obtained the secondary certificate.
3. The student
enrolled at the mission headquarters is given a full year from the date of
joining the language stage to achieve the required score from the universities
in the IELTS or TOEFL tests only.
4. Private Students,
starting from the academic year 2023/2024, may not be included in the
ministry’s scholarships in specializations that are not included in the
scholarship plan for the academic year 2023/2024 in the country they are
studying in.
Second: Registration in the scholarship plan:
1. Registration
opens on Saturday 10th
June 2023 until Sunday 2nd July 2023 at 12 noon.
2. Registration
will be via www.mohe.edu.kw only.
3. Applicant must be
a Kuwaiti citizen.
4. The applicant’s
age must be not less than (16) and not more than (23) years. Students under the
age of 18 must be accompanied by one of their parents to the mission
headquarters until he reaches the age of 18.
5. Applicant must not
be an employee in any entity, or a study permit holder, or an envoy from
another entity, and he must provide the Ministry with proof of that.
6. Not have a
university degree.
7. Those who
obtained an internal scholarship and withdrew from it before joining it are allowed
to register in the scholarship plan, with proof of that provided.
8. A student is not
entitled to register in the Ministry's scholarship plan if he is registered at
Kuwait University, private universities, or a scholarship plan outside Kuwait.
The Ministry has the right to cancel the registration in case of breach of this
condition.
9. The scholarship
of the student accepted in the Ministry's scholarship plan will be canceled if
he does not return to the Ministry to match the original secondary certificate
within (60) days from the date of announcing the results of admission to the
scholarship.
10. The applicant
must review the majors included in the scholarship plan, their academic
description, and the university admission requirements for each major.
11. The student’s
registration is considered null and void if the required documents specified on
the Ministry’s website are not entered or completed in the student registration
system before the deadline for registration.
12. Admission
results will be announced via SMS and on the Ministry's website.
Third: Holders of the following certificates
(scientific and literary) are allowed to register for the Ministry’s
scholarship plan for the academic year 2023/2024 according to the following

1. Kuwaiti
secondary school certificate: the unified system in its scientific and literary
sections only.
2. Foreign
secondary certificates issued from inside or outside the State of Kuwait, with
the requirement to submit a statement To Whom It May Concern issued by the
Department of Private Education at the Ministry of Education equivalent to the
general secondary certificate. The cumulative GPA of the student studying in
more than one school is calculated from the ninth to the twelfth grade for all
the subjects that have been studied
3. English high
school certificate. The courses passed by the student are counted in the
interval shown below:

Conditions for accepting English high school
students:
1. It is required
to pass at least eight academic courses, of which two or more are from the
supplementary advanced level (AS-Level) or advanced level (A-Level) and the
rest are at the regular level (IGCSE) within a period not exceeding thirty-six
months. Any courses which took longer than the period mentioned will not be
considered.
2. The grades of
the two levels (A-Level & AS-Level) are not calculated in the percentage.
3. The student is
classified as a graduate of the scientific section of the secondary stage when
he passes the following courses:
(Math - Biology - Chemistry -
Physics)
4. The student is
classified as a graduate of the literary section in the event that one of the
scientific subjects mentioned in the above condition is not available.
5. The courses in
which the student obtained grades (A, B, C) are counted, with the possibility
of calculating only one course with a grade (D) for the eight required courses
(AS - IGCSE) and according to the conditions of universities for some majors.
6. The grades
obtained by the student in IGCSE courses give the following percentages:

7. Academic courses
from the Ministry of Education curriculum (Arabic language, Islamic education,
and the Holy Quran) are not counted.
8. Non-academic
courses (music, physical education, theater, art education, etc.) are not
counted unless the student submits an official statement from the school he
graduated from that the subject is academic.
9. In the event of
a difference in the title of the scientific subject and its scientific content
is identical to any of the subjects mentioned above, a statement must be
submitted from the school from which the student graduated showing its equivalence
to the similar subject.
Conditions for accepting American high school
students:
1. The student is
classified as a graduate of the scientific section of high school when he
successfully passes the following courses:
(Biology - Chemistry – Physics - Pre-calculus
OR Calculus – Algebra 2) During two regular semesters (not as
an intensive semester).
2. In the event
that the title of the scientific course differs and its scientific content
matches any of the courses mentioned above, it is required to submit a
statement from the school from which the student graduated showing its
equivalence to the similar course.
3. Weighted or
District GPA is approved for American high school diplomas issued outside the
State of Kuwait.
4. Some
universities in the scholarship countries require American high school
graduates to pass the SAT or ACT exam, in the event of application or admission
to the scholarship plan.
5. The percentage
is calculated according to the following: (cumulative average + 1) X 20,
provided that the percentage when calculating does not exceed 100%.
Requirements for admission to the International
Baccalaureate (IB DP):
1.
The student has completed (12) academic
years, and submitted the final certificate of the accredited International
Baccalaureate.
2.
Successful completion of studying (6)
subjects, at least, from the International Baccalaureate subjects.
3.
Passing at least three subjects of
higher level (Higher Level).
4.
Passing Mathematics and English, among
the six required subjects.
5.
The student must successfully pass the
theory of knowledge (TOK) and extended essay (EE).
6.
In order to be considered for the
International Baccalaureate Certificate (Science), two subjects in the field of
science must be passed (chemistry, biology, physics) and one in the field of
mathematics.
Conditions for Accepting Saudi High School Diploma
holders:
1. The student
must provide an academic sequence starting from the first grade to the third
grade of secondary school from the Kingdom of Saudi Arabia.
2. Provide a
certificate of the aptitude and achievement tests from the National Center for
Measurement and Evaluation of the Ministry of Higher Education in the Kingdom
of Saudi Arabia.
The weighted
percentage of the Saudi high school is calculated according to the following: -
Scientific Section: 40% High School – 40%
Capabilities Test – 20% Achievement test.
Literary Section: 60% High School – 40%
Capabilities Test.
· While adhering to the conditions for accepting foreign high schools mentioned in Article Two of the Scholarships Regulations.
Fourth: Procedures after announcing the names of
accepted students:
1.
Dates are set for students accepted in
the scholarship plan by the Ministry, after announcing the results of
admission, with the need to adhere to the specified date. The system will not
allow the completion of any student's procedures before the specified date.
2.
The student's guardian must be present to
sign the special pledge at the same date specified by the Ministry and to abide
by the provisions of the scholarship in terms of academic and financial
aspects. As for those who have custody, they must obtain a judgment from the
court concerned with the educational mandate to study outside the State of
Kuwait.
3. Visit the Ministry's website and choose (after admission) to view the instructions and documents required to be completed according to each country.
Fifth: Papers and documents
to be entered by scanning/uploading during the registration process:
1.
Enter the secondary school transcript,
including the uninterrupted sequence of academic years for all secondary school
grades according to each academic system.
2.
A statement to whom it may concern from
the Private Education Department at the Ministry of Education equivalent to the
general secondary certificate for foreign high school graduates from inside or
outside the State of Kuwait.
3.
Certificates of performing the aptitude
test and the achievement test for those who have obtained the Saudi secondary
school certificate, whether from inside or outside the Kingdom of Saudi Arabia.
4.
Student’s Civil ID and the Guardian’s.
5.
Copy of passport.
6. A copy of the IELTS or TOEFL test, if available.

General Conditions:
· In order to preserve the seats of medical specializations for Kuwaiti students in accordance with agreements with universities in different countries, it is not allowed to study the language stage for a student who meets the IELTS score required by universities to join the academic program when admission is provided for the student by the Cultural Office.

United Arab Emirates:
-
Foreign secondary school holders are required to obtain
an equivalency certificate from the UAE Ministry of Education.
- American and Canadian high school graduates are required to obtain an equivalency from the UAE Ministry of Education. This requires taking the SAT test and passing the mathematics part of the test, provided that it is in the approved centers.

United Kingdom:
- Students wishing to enroll in the United Kingdom are required to obtain the Academic IELTS (UKVI).

Ireland:

A student who has not reached (18 years) before the date
of commencement of studies at the university, one of his parents must accompany
him at the mission headquarters, in accordance with the Irish immigration and
passport laws.

Instructions for online
registration:
1.
Create a new account.
2.
The student's acknowledgment that all
data and information provided is correct, and bears legal responsibility for
that. If proven otherwise, the Ministry has the right to cancel the
registration.
3.
Enter the student's name in both Arabic
and English, matching the passport.
4.
Add the mobile phone number and e-mail
to communicate with the student.
5.
Choose the desired majors according to
the mentioned conditions for each specialization in each country.
6.
Ensure all the information entered is
accurate on each page of the registration, in order to be able to move to the
next page.
7.
The student must follow his personal
account through the system to know the status of the application and to view
any notes from the Ministry.
8.
In the event that a short message is
sent to the student to complete information or an incomplete document, the
student must complete the required information before the deadline for
registration.
9.
After completing the registration
process, the student is allowed to change his wishes until twelve o'clock on
the last day of registration.
10. Add the required
documents, provided that they are of clear and readable PDF type, and that the
file size does not exceed 900 KB.
11. Once the application
is filled out, select "Send the form to the Ministry" (Submit).
12. Students can
cancel the registration request through the system before the end of the
registration period without the need to visit the Ministry.
Withdrawing from the
mission after announcing the admission results:
Students must follow the
following steps to withdraw from the scholarship after the announcement of the
scholarship plan results:
1.
Log into the ministry’s website www.mohe.edu.kw .
2.
Choose “E-services” from the main menu. Then
“Complete Accepted Student’s Data”; “Academic System”.
3.
Enter civil Id number and password. When
logged int the Academic System, Choose “Complete Accepted Student’s Data” then “Withdraw
from the scholarship”.
4.
A fee of 150KWD must be paid
electronically by clicking on “Pay Online” to withdraw.
5.
When done, print the receipt.
