General Guidelines to
register in the Direct Mission of medical specialties:
1. Registration on the ministry’s website
only www.mohe.edu.kw
2. Must be a Kuwaiti citizen.
3. The applicant is not less than (16) years and
not older than (23) years, and the student who is less than (18) years old must
be accompanied by one his parents at the mission headquarters until he reaches
the age of (18 years).
4. The percentage of the general secondary
certificate or its equivalent is not less than the lowest percentage announced
in the scholarship plan for the academic year.
5. To obtain the academic IELTS test with a score
of no less than (5) or the TOEFL test with a score of not less than (45) from
one of the centers accredited by the Ministry in the State of Kuwait only when
submitting the application.
6. To obtain final acceptance from one of the
distinguished universities in accordance with the organizing ministerial
decisions, certified by the cultural office supervising the scholarship
country.
7. The applicant must not be an employee in any
authority, or a study permit holder, or an envoy from another authority, and
must provide the Ministry with proof of that.
8. The applicant must not have obtained a
university degree.
9. Students who have withdrawn from the
scholarship plan of the Ministry of Higher Education and who have not joined
the mission headquarters are allowed to register for direct scholarships for
medical specializations after paying the financial fine prescribed for
withdrawal.
10. Students withdrawing from internal
scholarships are allowed to register for direct dispatch scholarships for
medical specializations, with proof of that provided by the General Secretariat
of the Council of Private Universities.
11. The applicant’s registration is considered
canceled if the required documents specified on the Ministry's website are not
uploaded or completed in the student registration system.
Documents required in
the registration process:
1. Upload high school transcripts, including the
sequence of academic years without interruption for all secondary school grades
according to each academic system.
2. To whom it may concern, from the Department of
Special Education at the Ministry of Education, of the equivalency of the
general secondary certificate for graduates of foreign secondary schools from
inside or outside the State of Kuwait.
3. Certificates of the aptitude and achievement
tests for those who have obtained the Saudi secondary school certificate,
whether from inside or outside the Kingdom of Saudi Arabia.
4. Student’s Civil ID and Guardian’s Civil ID.
5. Passport (info page).
6. IELTS or TOEFL test certificate with the
required score.
7. A statement to whom it may concern issued by
the General Secretariat of Private Universities and transcripts from the
university, if available.
8. Final academic admission/acceptance certified
by the Cultural Office.
Guidelines for online
registration:
1. The student must create a new account in the
registration system.
2. The student's acknowledgment that all the data
and information provided are correct, and bears legal responsibility for that,
and if proven otherwise, the Ministry has the right to cancel the registration.
3. Enter the student’s name in Arabic and English
as stated in the passport.
4. Provide the student’s mobile number and e-mail
address for communicating.
5. Choose the desired majors according to the
conditions mentioned in each country.
6. Ensure accuracy of all data entered on each
page of the registration, to move to the next page.
7. The student must follow their personal account
through the system to know the status of the application and to view any notes
from the Ministry, if any.
8. If the student receives an SMS of any
incomplete information/documents, the student must provide the required documents/information before the registration’s
deadline.
9. All documents must be in pdf format and not
exceeding 900 KB.
10. When registration is completed, the student
must hit (send) and print the receipt.
11. The student can cancel the registration
application through the system before the registration deadline without
visiting the ministry.

Holders of the following certificates in both sections (scientific and literary) are allowed to register for the Ministry’s Direct mission for medical specialties scholarship plan for the academic year 2022/2023:
1. Kuwaiti high school diploma: the unified
system in its scientific and literary sections only.
2. Foreign high school diplomas issued from
inside or outside of Kuwait, with the requirement to submit a statement To Whom
It May Concern issued by the Department of Private Education at the Ministry of
Education equivalent to the general secondary certificate. The cumulative GPA
of the student studying in more than one school is calculated from the ninth to
the twelfth grade for all the subjects that have been studied.
3. English high school diplomas. Courses passed
by the student are counted in the interval shown below:

Conditions of
admission for the English high school diploma holders:
1. It is required to pass at least eight academic
courses, of which two or more are from the accompanying advanced level
(AS-Level) or advanced level (A-Level) and the rest are at the regular level
(IGCSE) within a period not exceeding thirty-six months. Any academic course
exceeding 36 months will not be considered.
2. The grades of the two levels (A-Level &
AS-Level) are not calculated in the percentage.
3. The student is classified as a graduate of the
scientific section of high school when he passes the following courses: (Biology
– Chemistry – Physics – Math).
4. The student is classified as a graduate of the
literary department if one of the scientific subjects mentioned in condition
(3) is not available.
5. The courses in which the student scored grades
of (A, B, C) are counted, with the possibility of calculating only one course
with a grade of (D) for the eight required courses and in accordance with the
conditions of universities for some majors.
6. The grades obtained by the student in (IGCSE)
courses corresponds with the following percentages:

7. Academic courses from the Ministry of
Education curriculum (Arabic language, Islamic education, and the Holy Quran)
are not counted.
8. Non-academic courses (music, physical
education, theater, art education, etc.) are not counted unless the student submits
an official statement from the school, that the course is an academic subject.
9. If there is a difference in the title of the
scientific subject and its scientific content to any of the subjects mentioned
above, a statement must be submitted from the school from which the student
graduated showing its equivalence to the similar subject.
Requirements for
admission for the American high school diploma holders:
1. The student is classified as a graduate of the
scientific section of the secondary stage\high school when he/she successfully
passes the following courses:
(Biology – Chemistry – Physics – Pre-calculus OR Calculus –
Algebra 2) during two regular semesters (not as an intensive semester).
2. If there is a difference in the title of the
scientific subject and its scientific content to any of the subjects mentioned
above, a statement must be submitted from the school from which the student
graduated showing its equivalence to the similar subject.
3. (Weighted or District GPA) is approved for
American high school diplomas issued outside the State of Kuwait.
4. Some universities in the scholarship countries
require American high school graduates to pass the SAT or ACT exam if the
student is applying or accepted in the scholarship plan.
5. The percentage is calculated according to the
following: (cumulative average + 1) X 20, provided that the percentage when
calculating does not exceed 100%.
Requirements for
admission for the International Baccalaureate (IB DP):
1.
The
student has completed (12) academic years and submitted the final certificate
of the accredited International Baccalaureate.
2.
Successful
completion of studying (6) subjects, at least, from the International
Baccalaureate subjects.
3.
Passing
at least three subjects from the High Level.
4.
Passing
Mathematics and English, among the six required subjects.
5.
The
student must pass The Theory of Knowledge (TOK) and The Extended Essay (EE).
6. To be considered for an International Baccalaureate degree (scientific), two subjects in the field of science must be passed (chemistry, biology, physics) and a subject in the field of mathematics.
Conditions for
accepting Saudi high school diploma holders:
1. Provide an academic sequence starting from the
first grade to the third secondary grade\high school in the Kingdom of Saudi
Arabia.
2. Must obtain a certificate of the aptitude and
the achievement tests from the National Center for Measurement and Evaluation
of the Ministry of Higher Education in the Kingdom of Saudi Arabia.
The weighted
percentage for Saudi secondary school is calculated according to the following:

· While adhering to the conditions of acceptance
for foreign high schools mentioned in Article Two of the Scholarships
Regulations.
Special procedures
after accepting student’s papers:
- The presence of the student’s guardian in his
capacity as his legal guardian to sign the undertaking regarding the student’s
commitment to the provisions of the scholarship in terms of academic and
financial aspects. As for those who have custody, they must obtain a ruling
from the court competent in the educational state to study outside Kuwait.
- Visit the Ministry's
website and choose (after admission) to view the instructions and documents
required to be completed according to each country.
Note: Students wishing to enroll in academic
studies in the United Kingdom are required to obtain the academic IELTS UKVI.
